The answer is that the Book of Jashar or Sefer HaYashar is lost now and was already lost at the time of canonization whether Christian or Jewish and what is lost cannot be canonical. Although some Christians are threatened by non-biblical works Jasher contains nothing offensive or contrary to what is considered inspired biblical truth.
